We are an Enterprise Resource Planner (ERP) for cross border transactions. Our process is to pre-declare shipments before they have left the foreign port of origin. We make the forth coming "10 + 2" rules from U. S. Customs (CBP) feasible and economical for small and medium companies.

We expect to comment and present at this meeting. Presently we are in the midst of a test with CBP on the 10 + 2 rule. Our preliminary comment is that the IT work needed on the ABI systems of customs house brokers to communicate the data elements to customs is woefully underdeveloped. This rule will be a huge undertaking for both sides. As a corporate strategy though, it would be prudent to start changing to our pre-declaring strategy, a process we have been practicing and refining for five years. We know times are tough, but we promise lower costs and better compliance by converting to our process. These economies are available now and will prepare your company for 10 + 2 when ever it is implemented. From the test with CBP we are convinced it will be implemented, but just because we are pushing for a slow roll out does not mean that an importer's change in process should be delayed as well.


Pre Declaring techniques as Consultants

Okay, there is resistance to changing legacy systems. We are willing to examine your process and system and advise changes to be made among your staff and suppliers. OTCS makes the process simpler, but it is nothing that can't be done without excel spreadsheets if necessary, at least to get a taste of the process and to push your legacy software provider in the right direction. This process is a big change to what is normal today among ninety nine point nine percent of importers with big resistance coming from your shippers and carriers. While the details are simple the execution requires constant vigilance.


Never the Less


Our ERP is so perfectly organized for the upcoming 10 + 2 Customs rules that serious consideration should be given to scrapping a legacy solution that would be expensive to modify. OTCS uses a tested pre-declaration process that is both economical and customs compliant. The system is designed to root out regulatory delays and expensive demurrage bills.
